In July 1980, U.S. President Jimmy Carter issued Presidential Directive 59, updating a 1977 project to enhance the flexibility of U.S. strategic nuclear forces. The directive changed U.S. nuclear policy by introducing the possibility of the U.S. fighting and winning limited nuclear war (victory being a relative term).
